The department is responsible for the coordination of routine maintenance and capital improvements to municipal facilities, including the town hall, museum, libraries, and Strathroy & Area Seniors' Centre, and assists other departments as required with property management duties. The department is also responsible for community development related to economic and cultural development, and for the management and operation of Museum Strathroy-Caradoc.

Serving as a resource for the community, the department works with arts, culture, heritage, community organizations and businesses to promote economic and broader community benefit. Core areas of responsibility include the delivery of the municipal garden maintenance program, administration of the Progress Through Partnership committee, liaison with the downtown Business Improvement Area (BIA), and municipal promotions, public relations, and event coordination as required.
