The Municipality of Strathroy-Caradoc is dedicated to the revitalization of our historic commercial districts. Guided by strategic planning efforts, council and municipal staff members work with residents and business owners to enhance the defined improvement areas of Melbourne, Mount Brydges, and downtown Strathroy through available grant programs and partnerships.

Organizations that assume a leadership role in Downtown Revitalization include the Strathroy Business Improvement Area (BIA), and the Progress Through Partnership committee. For more information on downtown revitalization efforts, view the expandable links below:

 Facade Improvement Program
The About Face Community Improvement Plan encourages property owners and tenants in the designated areas of Melbourne, Mount Brydges, and downtown Strathroy to rehabilitate and restore their properties using the financial incentives available through this plan. Specifically this plan will attempt to:
  • Encourage the restoration and rehabilitation of buildings and properties in the designated commercial districts;
  • Maintain and enhance the architectural heritage of the municipality's commercial districts;
  • Encourage investment in designated area properties and improve the economic viability of the municipality's commercial districts; and,
  • Improve the image and beautify the municipality's commercial districts.

Eligibility

Available Incentives

The following incentives may be offered to those projects approved under this plan:

  • Municipal staff expertise to assist in the development of preliminary design and structural plans, and to assist in the identification and securing of alternative public funding sources.
  • Single Fronting Facades: Capital grant up to 25% of the cost of the facade and structural improvements that satisfy design guidelines (to a maximum of $2,500 per project per year)
  • Multi-Front Facades: Capital grant up to 50% of the cost of the facade and structural improvements that satisfy design guidelines and result in multi-fronting facades in selected areas (to a maximum of $5,000 per projet per year)

At the time Council establishes its annual budget, Council will determine the maximum contribution to be allocated to the program for the current year. The Municipality is not obligated to fund any project.

How to Apply

Applications to the Facade Improvement Program will be accepted until July 31, 2020. Due to COVID-19, commissioning services required to complete the application can be made by appointment only by calling 519-245-1105 ext. 234. Please bring ID and your own pen for the commissioning process.

 Downtown Master Plan
The Downtown Master Plan presents an analysis of the current condition of downtown Strathroy and identifies opportunities for improvements that can be addressed through the implementation of enhancement projects and initiatives.
  • As a step to achieving the vision for Downtown Strathroy the following objectives were adopted for the Downtown Master Plan:
  • Ensure that the Downtown remains a sustainable destination for shopping, recreation, and culture;
  • Promote a mix of uses and activities to draw the community to the Downtown.
  • Provide a range of uses and public spaces to appeal to all age groups within the community.
  • Maintain a strong residential presence in the Downtown.
  • Improve the visual and physical link between the Downtown and Sydenham River.
  • Identify underutilized lands within the Downtown and plan for the improvements.
  • Continue the process of organizing a unified and accessible mid-block parking system.
  • Maintain and enhance landmarks within the Downtown.
  • Establish gateways into the Downtown.
  • Create attractive public spaces to facilitate public events and celebrations.
  • Maintain and preserve the heritage character and cultural resources of the Downtown.
  • Improve streetscapes to enhance the pedestrian experience and provide a welcoming and inviting environment.
