Community Improvement Plan

The Municipality of Strathroy-Caradoc undertook the preparation of this Community Improvement Plan (CIP) in late 2019 and early 2020, intending to build on the success of the previous CIP “About Face”. Through this new CIP, Strathroy-Caradoc intends to renew their commitment to community improvement and encourage economic investment through the expansion of improvement strategies and financial incentives. This Community Improvement Plan is the culmination of the efforts of municipal staff, council, business community, and general public in Strathroy-Caradoc.

Community Improvement Plan Application Form

The following four funding programs have been identified as a top priority:

  • 5.3 Additional Unit Program
  • 5.4 Downtown Rental Housing Program
  • 5.5 Attainable Housing Program
  • 5.8 Urban Economic Development Program
Application Intake Periods (quarterly)

The CIP Implementation Committee reviews applications quarterly. The process is as follows:

  1. Applicants submit the form and supporting documents before the intake period deadline.
  2. Municipal staff confirms receipt of the submission and follows up with the applicant if more information is needed and/or the application is incomplete.
  3. Applicant provides additional requested documents and/or information.
  4. The CIP Implementation Committee will meet the following week after the deadline to discuss eligible applications.
  5. Projects the CIP Implementation Committee accepts will proceed to the next Municipal Council meeting with a staff recommendation to fund the projects.
  6. For applications that Council approves, staff will contact applicants to establish a CIP funding agreement.
  7. Once a funding agreement has been signed, the applicant can initiate the works associated with the improvement project.

Q1 Intake - March 31, 2023 @4:30pm EST

Q2 Intake - June 30, 2023 @4:30pm EST

Q3 Intake - September 29, 2023 @4:30pm EST

Q4 Intake - December 22, 2023 @ 4:30pm EST

5.1 Beautification Program

The beautification program is intended to encourage property owners to undertake projects that improve the overall visual appeal and quality of their building exterior and property. This program is meant to support works such as façade improvement, landscaping, and/or signage installation / repair.

5.2 Intensification & Redevelopment Program

The intensification and redevelopment program is intended to promote the rehabilitation of properties which may require improvements to comply with minimum code requirements, and support the functional redevelopment and renovation of buildings or properties necessary for new or expanded uses. This program also encourages infill projects to increase the efficient use of lands and services within the core areas of the Municipality.

5.3 Additional Unit Program

The additional unit program is designed to assist property owners with the cost of creating new residential rental units on eligible properties. In addition to new units, this program will also assist property owners with costs associated with bringing non-compliant units up to code to legalize existing units and ensure the safety and wellbeing of tenants is maintained.

5.4 Downtown Rental Housing Program
The downtown rental housing program is designed to assist property owners with the costs of developing rental housing units within the downtown areas of Strathroy and Mount Brydges. This program is intended to encourage an increase in the stock, density, and diversity of residential land uses in our downtown areas - increasing the opportunities to live, work, and play.

5.5 Attainable Housing Program

The attainable housing program is intended to encourage the development of attainable rental housing in Strathroy and Mount Brydges through the provision of financial incentives. These will seek to ease the financial burden of attainable housing development and increase the number of available units.

5.6 Heritage Program

The heritage program is intended to support works associated with the conservation and preservation of designated heritage buildings under Part IV of the Ontario Heritage Act within Strathroy-Caradoc. This program seeks to encourage and strengthen a culture of heritage preservation in the community, while presenting opportunities for new heritage buildings/properties to be designated and preserved under Part IV of the Ontario Heritage Act.

5.7 Public Art & Interim Use Program

The Public Art & Interim Use program is intended to encourage the enhancement and promotion of local art and culture and support innovative interim uses on vacant / underdeveloped private lands to eliminate activity gaps or “dead zones” in the core areas of the Municipality.

5.8 Urban Economic Development Program

The Urban Economic Development Program is intended to assist with the creation of jobs and diversification of the local economy by incentivising exceptional projects which closely align with the economic development goals and priorities of the community.

5.9 Rural Economic Development & Agri-Tourism Program

The Rural Economy & Agri-Tourism program is intended to assist with the creation of more jobs and purposeful diversification of the rural economy. This will be accomplished through the provision of financial incentives for the establishment or expansion of on-farm diversified business, rural-commercial, agritourism, or other commercial recreation uses in the rural area to promote growth and resiliency.

5.10 Environment & Sustainability Program

This program will encourage the pursuit of improvements to buildings and properties that incorporate Low Impact Design (LID) elements, green technologies, sustainable building materials, energy efficiency, and/or active transportation.

Downtown Master Plan

The Downtown Master Plan presents an analysis of the current condition of downtown Strathroy and identifies opportunities for improvements that can be addressed through the implementation of enhancement projects and initiatives.

  • As a step to achieving the vision for Downtown Strathroy the following objectives were adopted for the Downtown Master Plan:
  • Ensure that the Downtown remains a sustainable destination for shopping, recreation, and culture;
  • Promote a mix of uses and activities to draw the community to the Downtown.
  • Provide a range of uses and public spaces to appeal to all age groups within the community.
  • Maintain a strong residential presence in the Downtown.
  • Improve the visual and physical link between the Downtown and Sydenham River.
  • Identify underutilized lands within the Downtown and plan for the improvements.
  • Continue the process of organizing a unified and accessible mid-block parking system.
  • Maintain and enhance landmarks within the Downtown.
  • Establish gateways into the Downtown.
  • Create attractive public spaces to facilitate public events and celebrations.
  • Maintain and preserve the heritage character and cultural resources of the Downtown.
  • Improve streetscapes to enhance the pedestrian experience and provide a welcoming and inviting environment.
