The Municipality of Strathroy-Caradoc is committed to ensuring that the public and staff who access municipal buildings and properties are entering an environment that prioritizes positivity, safety, and respect. In order to adhere to these principles, the Municipality of Strathroy-Caradoc has put into place the
RZone Policy — a zero-tolerance policy for violence, vandalism and inappropriate behaviour at municipal buildings and properties throughout the Municipality of Strathroy-Caradoc. The "R" in RZone stands for
Respect and
Responsibility, and the purpose of this policy is to encourage respect, commitment, and considerate relationships between the Municipality and members of the public.
When accessing municipal buildings and properties, the presence of the RZone logo is a reminder that the policy is in place and that it applies to
everyone — including, but not limited to, participants, officials, spectators, patrons, parents, and members of community organizations
.
As part of the RZone program, the Municipality has put into place an online reporting mechanism to ensure that all incidents are identified and dealt with in accordance with the Policy. To report an incident, please fill out the

What kind of incidents should be reported in accordance with the RZone Policy? |
The RZone Policy is a zero-tolerance policy and prohibits all forms of violence, vandalism, and inappropriate behaviour. Prohibited actions for the purposes of this policy include, but are not limited to, the following:
- Aggressive or intimidating approaches to another individual (verbal assault)
- Threats
- Attempts to goad or incite anger in others
- Throwing of articles in a deliberate or aggressive manner
- Physical striking of another individual
- Theft of property
- Possession of weapons
- Illegal consumption of alcohol or drugs
- Contravention of Municipal by-laws, policies, or procedures
- Vandalism: the deliberate destruction, damage or defacing of property owned or leased through the Town
- Harassment: “engaging in a course of vexatious comment or conduct that is known or ought reasonably to be known to be unwelcome” as defined by the Ontario Human Rights Code or under Bill 168.

How do I report an incident? |
The Municipality’s primary concern is the safety of staff and members of the public. If at any time staff or members of the public feel personally threatened, they are to call the police immediately. It is NOT the expectation that staff or members of the public put themselves at risk or jeopardize anyone’s safety when dealing with any perceived or real situation.

For best and timely resolutions, report any incidents within 24 hours. |
What will happen after a report has been made? |
If you have witnessed an incident and have submitted a report via the RZone Incident Report Form, the following steps will be taken by the Municipality:
- A copy of the Rzone Incident Report will be forwarded to the department head or his/her designate within 48 hours of the incident
- The Rzone Incident Report will be reviewed by a committee of three Senior Managers with one alternate as required
- The department head or his/her designate will provide notice to the identified individual of action to be taken, within 14 days of the incident
- Appropriate staff will be notified of any individual(s) who has been subject to remedial action under this policy as well as the action taken
- The Department will keep the original RZone Incident Report on file
