Purpose and Effect
The Municipality is in receipt of an Application for zoning by-law amendment at 145 -155 Beech Street (see key map and location map). The lands are approximately 1,547.7 m2 (0.38 ac) in size and are designated ‘Residential’ in the Official Plan. 145 Beech Street is within ‘High Density Residential (R3) zone’ and 155 Beech Street is within ‘Medium Density Residential (R2) zone’ in the Zoning By-law. The purpose and effect of the zoning bylaw amendment application is to rezone the property to site-specific ‘Institutional (I-#) Zone’. The owners are proposing to redevelop the existing Women’s Rural Resource Centre by removing the two existing buildings and replacing them with a 4-storey building (approximately 14.6 m) that will house 9 clients/families and office space to support to those staying on the property as well as outreach operations. The subject lands will also include 19 parking spaces which will include 9 staff for the those staying at the facility and 10 spaces for staff. The proposal will be subject to site plan approval but it has not yet been submitted.

If a person or public body would otherwise have ability to appeal the decision of the Municipality of Strathroy-Caradoc to the Ontario Land Tribunal but the person does not make oral submissions at the public meeting or make written submissions to the Municipality of Strathroy-Caradoc before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the Municipality of Strathroy-Caradoc before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
Pursuant to Section 1.0.1 of the Planning Act and in accordance with Section 32(e) of the Municipal Freedom of Information and Protection of Privacy Act, it is a policy of the Municipality of Strathroy-Caradoc to make all planning applications and supporting material, including signed written submissions regarding the application and received by the Clerk, available to the public.
