Purpose and Effect
The Municipality is in receipt of an application to rezone land 251 Burns in Strathroy. The application relates to the lands located on the north side of Burns Street, east of Oak Avenue (see location map). The lands are approximately 0.98 ha (2.43 ac) in size and are designated ‘Residential’ in the Official Plan. The front section of the property is within the ‘Low Density Residential (R1) zone’ and the rear portion is within a ‘Low Density Residential (R1-H) with a hold zone’ in the Zoning By-law. The proposal includes 2 single detached dwellings fronting along Burns Street with 26 - townhouse units accessed by a private road (see attached site plan). A block has been held from development to accommodate a future road from Oak Street if the lands to the north are developed in the future. The proposal also includes 4 open space blocks for common amenity area and stormwater management. The Zoning By-law Amendment Application is to rezone the property to a site specific ‘Low Density Residential (R1-#) zone’ and a site specific ‘High Density Residential (R3-#) zone’ for the rear portion which will allow for above noted dwellings. The owners are also expected to make applications for site plan approval and vacant land condominium in support of the development proposal.

If a person or public body would otherwise have ability to appeal the decision of the Municipality of Strathroy-Caradoc
to the Ontario Land Tribunal but the person does not make oral submissions at the public meeting or make written
submissions to the Municipality of Strathroy-Caradoc before the by-law is passed, the person or public body is not
entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the
Municipality of Strathroy-Caradoc before the by-law is passed, the person or public body may not be added as a party
to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable
grounds to do so.
Pursuant to Section 1.0.1 of the Planning Act and in accordance with Section 32(e) of the Municipal Freedom of
Information and Protection of Privacy Act, it is a policy of the Municipality of Strathroy-Caradoc to make all planning
applications and supporting material, including signed written submissions regarding the application and received by
the Clerk, available to the public.
