Purpose and Effect
The purpose and effect of the Zoning By-law Amendment Application is to implement a condition of severance imposed by the Strathroy-Caradoc Committee of Adjustment for Consent B13-2023, which conditionally severed a residential lot with an area of approximately 0.75 ha (1.85 ac) in order to accommodate the disposal of a surplus farm dwelling and associated accessory building. The remnant farm parcel is approximately 40.28 ha (99.5 ac) in size. The subject Zoning By-law Amendment Application proposes to rezone the residential lot from the current ‘General Agricultural (A1) Zone’ to a site-specific ‘Agricultural Small Holdings (A2-#) Zone’ to permit the use of the lands for rural residential purposes and restrict agricultural uses on the property. The zone change application also proposes to rezone the balance of the land from the current ‘General Agricultural (A1) Zone’ to the ‘Agricultural Purposes Only (A3) Zone’ to prohibit any new residential use of the land. The subject land is located at the north corner of Saxton Road and Walkers Drive, just south of Strathroy. The land may be legally described as Part of Lots 13 and 14, Concession 9 (Caradoc), Municipality of Strathroy-Caradoc. See attached Location Map.

If a person or public body would otherwise have ability to appeal the decision of the Municipality of Strathroy-Caradoc to the Ontario Land Tribunal but the person does not make oral submissions at the public meeting or make written submissions to the Municipality of Strathroy-Caradoc before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the
Municipality of Strathroy-Caradoc before the by-law is passed, the person or public body may not be added as a party
to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are
reasonable grounds to do so.
Pursuant to Section 1.0.1 of the Planning Act and in accordance with Section 32(e) of the Municipal Freedom of
Information and Protection of Privacy Act, it is a policy of the Municipality of Strathroy-Caradoc to make all planning
applications and supporting material, including signed written submissions regarding the application and received by
the Clerk, available to the public.
