Council Receives Communications Item Regarding CN Rail Vegetation Management Program
Council has received a communications item from Canadian National Railway regarding their upcoming vegetation management program that will be taking place in Strathroy-Caradoc between April and October 2024.
CN's vegetation management program is an annual process undertaken by CN that ensures compliance with rules and regulations set by Transport Canada. The program aims to mitigate potential risks to railway operations by managing weeds through chemical and mechanical methods. In particular, the vegetation management program reduces fire risks and increases the efficiency of track infrastructure inspections.
Municipality Hires a Fire Prevention Officer
Following an extensive recruitment process involving multiple candidates and multiple interviews, an offer of employment has been made to Jayson Chabot for the position of Fire Prevention Officer. The Fire Prevention Officer is responsible for enforcing the Ontario Fire Code, Fire Protection and Prevention Act, and various other codes, standards, and by-laws by conducting public fire safety education, fire prevention inspections, and fire investigations of all classes of buildings and occupancies.
Mr. Chabot brings over 20 years of experience working with various Municipalities relating to security and by-law matters. Mr. Chabot is also a current member of the Strathroy-Caradoc Fire Service as a Volunteer Fire Fighter. In addition, Mr. Chabot holds several certifications in the NFPA standard relating to Fire Prevention and Fire Investigations.
Council Approves the Purchase of Two 2025 Tandem Trucks
Council has approved the purchase of two 2025 Tandem Trucks for $850,580.00 plus HST from Team Truck Centres Limited. The trucks are a snow plow/dump truck combination that will complete various jobs such as snow removal and the hauling of bulk materials such as gravel, asphalt, sand, etc.
In order to keep maintenance costs low and to increase operational efficiency, the Municipality implements a life-cycle management strategy that ensures aging vehicles are replaced. The Municipality maintains and annually funds a fleet and equipment reserve fund. The annual funding contributions to the reserve are collected to cover the scheduled replacement of vehicles and equipment according to life cycle needs.
Council Approves Planning Fees Refund Policy
In response to a motion passed by Council at the May 1, 2023 Council meeting, staff prepared and presented to Council a Planning Fees Refund Policy. This policy covers requests for planning fee refunds due to an application withdrawl, a disagreement with the policy, or if an applicant wishes the fees waived. In particular, this policy covers zoning, subdivision/condominium, and official and site plan application fees.
This policy would allow staff to issue fee refunds as prescribed in the policy; however, when an applicant disagrees with how this policy is applied or requests that fees are waived, these requests will continue to be directed to Council for a decision.
