Council Approves the 2024 Municipal Budget With a Tax Rate Increase of 4.47%
Following eleven (11) Finance Committee meetings — taking place from October 23, 2023, to March 18, 2024 — the Finance Committee has proposed a recommended 2024 Municipal Budget to Strathroy-Caradoc Council. This proposed 2024 budget outlines the Municipality's various operating and capital expenses and includes a 4.47% tax rate increase. This increase will ensure that the Municipality has an adequate budget to account for all of the spending that is required to provide valuable services and complete necessary projects over the next year.
Upon their review of the proposed budget, Council has passed a bylaw to adopt the Municipality of Strathroy-Caradoc's 2024 budget. The 2024 budget totals $77,089,294. Of the $77,089,294, $23,140,975 will come from taxation and the remaining $53,948,319 will come from non-tax funding.

Council Approves Alternate Location for Upcoming Council Meetings
Council has approved the Caradoc Community Centre as an alternate location for two upcoming Strathroy-Caradoc Council meetings. The meetings are scheduled for Monday, May 6, 2024 at 6:00 p.m. and Monday, July 15, 2024 at 6:00 p.m.
As the Municipality’s typical live streaming and Zoom hybrid meeting options will not be available at off-site meeting locations, Legal & Legislative Services staff will coordinate with all departments to ensure presentations that have consistently offered a virtual/hybrid participation component are not scheduled on these meeting dates.
Municipality of Strathroy-Caradoc Assumes Woods Edge Subdivision in Mount Brydges
The Woods Edge Subdivision, located at the northeast end of Mount Brydges, will now be assumed by the Municipality of Strathroy-Caradoc. The subdivision has been developed in three phases and consists of 161 single-detached dwellings, two stormwater management ponds, a woodlot, and a park block.
During the April 2, 2024 meeting, Council approved By-law No. 29-24 authorizing that the Woods Edge Subdivision be assumed by the Municipality of Strathroy-Caradoc. The subdivision's developer, Lupine Properties Limited, requested that the Municipality consider assumption of all streets and blocks within the subdivision as the developer has now completed all of the requirements set out in the subdivision agreement.
Assumption of a subdivision occurs when the Municipality assumes responsibility for maintenance of all municipal services from the Subdivider (Lupine Properties Limited). This typically occurs within three to six years after the registration of the Subdivision, or when all the Subdivider's requirements are fulfilled. Until this happens, the Subdivider is responsible for all municipal and regional services and maintenance of the streets with the exception of snow clearance and garbage pickup.
Strathroy-Caradoc Council Approves Terms of Reference for Fire Services Advisory Board
Council has approved a Terms of Reference which outlines the role and responsibilities of the Municipality's new Fire Services Advisory Board.
Council had previously approved the implementation of the Fire Services Advisory Board at the March 18, 2024, Council meeting. As with other Committees of Council, the Fire Services Advisory Committee will participate and make recommendations on a broad range of fire service related topics, including budget, projects and initiatives.
