Council Directs Staff to Develop Recommendations for the 2024-2027 Multi-Year Operating Budget
As the Municipality of Strathroy-Caradoc moves towards the implementation of its first multi-year budget, Council has directed staff to develop recommendations for the draft 2024-2027 multi-year budget. Part of Council's direction to staff requests that the budget recommendations provide Council with budgetary estimates that would reflect a potential tax impact at or below the estimated rate of annual inflation. As outlined in a report provided to Council at the August 8, 2023 Council meeting, staff are monitoring a list of factors which should be taken into consideration when developing the multi-year budget. Some factors identified by municipal staff include: significant changes in the consumer price index (CPI); developing sustainable financial strategies for reserves, debt, and infrastructure requirements; and senior legislative changes.

Tender Awarded for Strathroy Library Roof Replacement
Following a tender process, Council has awarded the tender for the Strathroy Library Roof Replacement to Bullock Roofing Inc. for a value of $424,800.00 plus HST.
The replacement of the roof at the Strathroy Library has been listed as a priority due to its current condition and age.The current roof has exceeded its life expectancy of 15 years and is in need of immediate replacement before areas of the roof membrane start to fail. If the membrane fails, there is the risk of interior damage to library assets and museum artifacts.
Council Directs Staff to Allocate Funding in the 2024 Capital Budget in Consideration of a Sidewalk Installation on Victoria St., Strathroy
During the August 8, 2023 Council meeting, Strathroy-Caradoc Council received a report from Director of Community Services, Rob Lilbourne, regarding a section of pre-existing trail which provides access to Alexandra Park from Victoria St. As outlined in Director Lilbourne's report, this small section of trail cuts across a corner of private property. The report received by Council outlined various options which included (1) purchasing the section of private land and erecting a fence or (2) installing a 700m section of sidewalk on Victoria St. from Kittridge St. to Albert St. In response to the report, Council has directed staff to allocate $100,000 in the 2024 Engineering and Public Works Capital Budget Program in consideration of the sidewalk project. Further decisions about the project will take place during future Strathroy-Caradoc Council meetings. Per the report, staff recommended the addition of the sidewalk as it is a cost-effective option that will provide continued access to the trail within Alexandra Park.

There will be no Strathroy-Caradoc Council meeting on Monday, August 21 due to a late summer recess. The next Council meeting is scheduled for Tuesday, September 5 following Labour Day.
