Additional In-Person Consultation Sessions Added for the Comprehensive Review Project
During the December 4, 2023 Council meeting, Council directed staff to develop a plan to add in-person consultation sessions for the Municipality's Comprehensive Review project. In response to Council direction, staff have scheduled two (2) additional in-person open houses. The in-person sessions are scheduled for:
These sessions will provide the public with more information on the Comprehensive Review project and provide additional opportunities for the public to provide feedback.
The Comprehensive Review will establish a plan for how the Municipality will accommodate future population, job, and housing demands. To ensure the Municipality can effectively manage growth, the Comprehensive Review has identified areas for potential settlement boundary expansion in Mount Brydges and Strathroy.

Municipality of Strathroy-Caradoc Assumes Phases 4 and 5 of the South Creek Subdivision in Mount Brydges
The South Creek Subdivision, located at the south end of Mount Brydges, has been developed in five phases, with Phases 1, 2, and 3 of the project previously assumed by the Municipality. Phases 4 and 5 consist of Lockwood Crescent and Tull Street and include 107 single detached dwellings, a park block, a stormwater management block, and two woodland blocks.
During the December 18, 2023 meeting, Council approved By-law No. 103-23 authorizing that the South Creek Subdivision be assumed by the Municipality of Strathroy-Caradoc. The subdivision's developer, 1822056 Ontario Inc., requested that the Municipality consider assumption of all streets and blocks within the subdivision as the developer has now completed all of the requirements set out in the subdivision agreement.
Assumption of a subdivision occurs when the Municipality assumes responsibility for maintenance of all municipal services from the Subdivider (1822056 Ontario Inc.). This typically occurs within three to six years after the registration of the Subdivision, or when all the Subdivider's requirements are fulfilled. Until this happens, the Subdivider is responsible for all municipal and regional services and maintenance of the streets with the exception of snow clearance and garbage pickup.
Council Approves the Purchase of a 2024 Tandem Truck
Council has approved the purchase of a 2024 Tandem Truck for $425,290 plus HST from Team Truck Centres Limited. The truck is a combination snow plow and dump truck which will be used for a variety of jobs including snow removal and the hauling of bulk materials such as gravel, asphalt, sand, etc.
In order to keep maintenance costs low and to increase operational efficiency, the Municipality implements a life-cycle management strategy that ensures aging vehicles are replaced. The Municipality maintains and annually funds a fleet and equipment reserve fund. The annual funding contributions to the reserve are collected to cover the scheduled replacement of vehicles and equipment according to life cycle needs. $400,000 was designated in the 2023 budget to replace a 2008 tandem truck that is scheduled for replacement this year (2023). The total cost of replacement is $425,290 plus HST. In order to cover the additional $25,290 plus HST, Council has approved the use of 25,290 plus HST from the Municipality's fleet reserve.
