Council Approves Application for Temporary Noise Permit for the Strathroy Hometown Festival
With Strathroy Hometown Festival scheduled for June 14 to 16, 2024 at Alexandra Park, Strathroy Hometown Festival event organizers submitted an Application for Temporary Noise Permit to the Municipality of Strathroy-Caradoc. During the May 6, 2024 Council meeting, Council approved the noise permit, which will be in effect for June 14 from 4 p.m. to 1 a.m., June 15 from 11 a.m. to 1 a.m., and June 16 from 11 a.m. to 5 p.m.

Council Approves Three Community Improvement Plan (CIP) Applications
The Municipality of Strathroy-Caradoc's Community Improvement Plan (CIP) — an initiaitve which encourages community improvement and economic investment through financial incentives and improvement strategies — has received three applications from local business owners. The three applicants requested funding through the CIP program to support projects in commercial buildings in downtown Strathroy. The three applications brought forward to Council fell under the CIP's Additional Unit Program, Beautification Program, and Intensification and Redevelopment Program. The work featured in the applications included the establishment of an apartment suite on the 2nd level of a commercial property, the replacement of a building's existing front and rear doors with accessible doors, and the removal of paint and brick repointing of the front and side of a historical building.
Upon their review of the applications, Council approved the recommended funding for each project. The cumulative funding for the three projects totalled $51,838.83, and will come from the Municipality's 2024 CIP budget.
The CIP provides financial incentives and improvement strategies to property owners throughout the Municipality for a variety of project categories ranging from beautification to agri-tourism. Learn more about the Municipality's CIP program.
Council Allocates $3,300,000 for the Queen Street Phase 2 Road Reconstruction Project in the 2025 Capital Budget
Council has approved an allocation of $3,300,000 for the Queen Street Phase 2 Road Reconstruction Project in the Municipality's 2025 capital budget.
The Queen Street Phase 2 Road Reconstruction Project is the continuation of the Queen Street Road Reconstruction Project that was completed in 2023 from Carroll Street East to English Street. The second phase of the project is similar to the first phase and will include all new sanitary sewer, watermain, storm sewer, sidewalk, curb and gutter, asphalt and restoration as needed.
Although the Phase 2 reconstruction was initially proposed as a one-year project, final design drawings recieved by the Municipality on April 15, 2024, have determined that the project will now require multiple years to complete. In response to the final design drawings, the Municipality has received an updated budget for the project of $11,300,000. As $8,000,000 had previously been allocated to the project in the 2024 capital budget, Council has now approved the recommendation to allocate an addition $3,300,000 to the project in the Municipality's 2025 capital budget.

Council Defers Discussion of Sign By-law to Future Workshop
In response to concerns from members of Council relating to the regulation of billboards being erected in the Municipality, Municipal staff prepared a report on the potential introduction of a Municipal Sign By-law. This report, presented at the May 6, 2024 Council meeting, provided an overview of the legislative authority that the Municipality holds to regulate signs, as well as the potential elements that could be included within a sign by-law. In addition to the report, staff also prepared an example draft by-law to illustrate how a sign by-law would work.
Upon their review and discussion of the report, Council voted to defer discussion of the particulars of a new sign by-law to a future Strategic Priorities Committee meeting.
