Council Meeting Highlights - April 22, 2025

Introduction of Consent Agendas- What is a Consent Agenda?

Strathroy-Caradoc Regular Council Meeting agendas are now featuring a “Consent Agenda”, as adopted by Council in its recent procedure by-law update.

Routine information items are grouped into the Consent Agenda, allowing Council to receive all of the items with a single vote. These items typically include correspondence, committee meeting minutes, or reports provided for information. Council Members have the ability to pull certain items from a Consent Agenda for a separate discussion and vote if another action is desired. The use of a Consent Agenda helps Council process routine items more quickly, allowing more time for discussion on other matters.


Presentations 

  • Council to reconsider a previous CIP (Community Improvement Plan) that was brought forth by Julianne Kloss. 
  • Tim Welch Consulting Inc presented ‘Strathroy-Caradoc Housing Corporation Funding Request Review’. In addition to this report, it was noted that a Special Meeting of Council will be held on April 28th to discuss matters regarding Strathroy-Caradoc Housing Corporation. 

In Brief 

  • Council received a report on the Adelaide Metcalfe and Strathroy-Caradoc Elementary Panel Attendance Area Review Update for review. 
  • Council received a report from the Strathroy Fire Department Regarding Train Stoppages at Railway Crossings for review. 

Notices of Motion 

  • Council approved a report request THAT: the roads department head create a program to deal with the unsafe trees on our roads in the municipality. Get a costing and put a timeframe together in a report for Council to review. Regarding tree maintenance.
  • Council denied the motion to ask the Drainage Superintendent to put together a program to have our ditches cleaned out on a schedule. Whereas the Money to pay for this comes from the farm property taxes.
  • Council denied the motion to explore the cost of adding a NHL size ice pad to the existing Tri-Township Arena.

Communications

  • Council denied waiving the fees for the Strathroy Market for the Middlesex Hospital Alliance - Diabetes Education Program.
  • Council approved the the Application for Temporary Noise Exemption for Rockin' Wheel - Lions Park Drive, Mount Brydges.

Building & Planning Matters

  • Sitting in public meeting, Council heard various planning applications.

Engineering and Public Works

  • Council approved the award of the 2025 Tar and Chip Program to Cornell Construction Limited for the amount of $720,847.50 plus HST.
  • Council approved the sole source purchase of a 2026 Freightliner Single Axle Plow Truck for $362,430.00 plus HST from Viking Cives Ltd.
  • Council approves $1,101,278.17 plus HST to proceed with the Queen Street Phase II Micro tunneling boring method under the CN Railway
