Trying to set up to pay your water bill via online banking? 
The name of the vendor differs by financial institution, but the name
should include “Strathroy” and “Utilities” or “Utility” or “Util”. When
entering your account number (starts with a 4), use all 10 digits and
remove the decimal point.

 

Water and Wastewater

The Municipality of Strathroy-Caradoc provides water and wastewater services to residents in Strathroy, Mount Brydges, and a small portion of Adelaide-Metcalfe. Water services are provided to residents in Campbellvale and Delaware West.

Utility Bills (Water and Wastewater Only)

The Municipality of Strathroy-Caradoc issues utility bills every two months: February, April, June, August, October and December.  Each bill is due on the 15th of the next month in which it is issued.   

Note: If you have not received your utility bill or have misplaced your bill contact the Municipality by email at billing@strathroy-caradoc.ca or by phone at (519) 245-1105 ext. 224. Failure to receive a utility bill does not excuse the property owner from paying the utilities by the due date.

How to Pay Your Water/Wastewater Utility Bill

The Municipality has a number of options available to our customers for payment. Payment must be received at the Municipality by the due date to avoid penalty.

Pre-Authorized Payment Plan

Two options are available for pre-authorized payments:

  1. Budget equal monthly payments - to be withdrawn from your account on the 15th of each month.
  2. Due date payments - to have the full amount withdrawn from your account on the bill due date.

Please fill out the Pre-Authorized Payment Plan Form and attach a copy of a void cheque or a direct deposit form. The completed form and cheque may be dropped off at our office, emailed to billing@strathroy-caradoc.ca, or mailed to:

Please note monthly PAP is re-calculated twice per year in January and July. The full balance of the account will be deducted on January 15 along with the regular monthly payment.

Telephone/Internet Banking

Most financial institutions offer “Strathroy-Caradoc - Utilities” as one of their payees (note the name may change based on your financial institution, also note payments made to property tax accounts will be considered payments of property taxes and will not be applied against utility balances outstanding). Payments may be made using the 10-digit utility account number listed on your utility bill. When using telephone or internet banking, please allow for processing time (normally 2 - 5 business days) to ensure your payment is received by the Municipality on or before the due date to avoid penalty charges. 

By Mail

Cheques can be mailed with the required payment stub to:

Please allow sufficient time for the payment to reach the municipality on or before the due date to avoid penalty charges.

In Person

Payments can be made at the Municipal Office located at 52 Frank Street Strathroy, Ontario between the hours of 9:00 a.m. - 4:00 p.m., Monday to Friday. Payment methods accepted are cash, cheque, debit and credit.

Late Payments

Late payments will be subject to a penalty of 1.5% per month calculated on the first day of default. Additional late payment charges will be charged at 1.5% of the balance outstanding for each additional month. Penalty is deducted first from all payments made and the balance, if any, will be applied to the oldest outstanding balance first.

Overdue account balances may be transferred to your Property Tax Bill.

NSF Cheques

Cheques not honoured by your bank may result in a charge of $40.06 as well as late payment fees being added to your account dependent on payment history.

Moving?

Please notify the Municipality in advance of any move by emailing billing@strathroy-caradoc.ca or by calling (519) 245-1105 ext. 224. The final bill from your last regular reading date to the final reading date will be mailed or emailed to you at the forwarding address provided. Failure to receive a utility bill does not exempt you from the payment of utilities, nor penalty and interest.

Why is my water bill higher than normal?

Your water bill is likely higher due to an increase in water usage. Your water usage may increase for many reasons:

  • More people in your household
  • Running or dripping tap
  • Seasonal usage
  • Water cooled air conditioning
  • Leaky plumbing
  • Water softeners
  • Leaky lawn sprinkler system
  • Running or leaky toilet
How to detect a running or leaky toilet 

Toilets are commonly responsible for water leaks. The dye test process could help you determine if a toilet could be the source:

  1. Clean your toilet bowl and tank, and remove any type of sanitizing product that changes the colour of your water. Flush the toilet until the water in the tank and bowl looks clear.
  2. Take the lid off the tank and set it aside in a safe place. Squeeze a few drops of food colouring into the tank so the water achieves a deep colour. Do not flush the toilet.
  3. Leave the toilet alone for 30 minutes, and don’t allow anyone to use it.
  4. Observe the water in the toilet bowl for any changes in colour resulting from the dyed water in the tank leaking into the bowl. If the bowl water is clear, there’s no leak from the tank. If the bowl water looks as if the dye has penetrated it, most likely your flapper valve needs to be replaced.
  5. Add a few drops of food colouring to the toilet bowl water after you’ve determined the tank doesn’t leak.
  6. Don’t flush the toilet. Leave the water undisturbed for 30 minutes.
  7. Wipe the entire exterior of the toilet with a dry, white paper towel.
  8. Observe the paper towel for any colour streaks as you wipe different areas of the toilet. Colouring around the base of the toilet could indicate a worn wax ring, while streaks from the underside of the tank could mean a leaky fill valve, spud washer or bolt gasket.
Reading a water meter to detect a water leak 
  1. Make sure that you have turned off any faucets or appliances that may use water.
  2. Locate the ‘flow indicator’ on the face of your water meter (usually a small black star or dial on the face of the meter under the grey cap [do not remove any screws]). Write down the reading or take a picture of the face, avoid using any water.
  3. Check the reading again in 30 minutes. If the number is higher than it was 30 minutes before, you may have a leak.

If the indicator is turning, moving, or shaking, that is another indication that water is flowing through your meter and you may have a leak.


Hydro & Gas

Hydro service for the settlement areas of Strathroy and Mount Brydges is provided by Entegrus. Other areas of the Municipality are served by Hydro One. Gas distribution services are provided by Enbridge Gas.
