✅ Approval of 2024 Draft Audited Financial Statements - FIN-2025-13
Items to note from the audit include Underfunded Reserve Funds and Amortization Rate adjustments.
During the audit, MNP observed that several reserve accounts were underfunded during the year. To address this issue, they recommended that the Municipality update its policies and develop plans for future funding to strengthen reserves that are currently below adequate
During the audit, MNP noted that several tangible capital assets from previous years are being amortized at rates that do not align with the Municipality’s internal amortization policy. This discrepancy has resulted in an understatement of $2,136,688 in the value of tangible capital assets, as the amortization recorded in the current and prior years was lower than it should have been. MNP recommends that the amortization rates entered into Citywide be reviewed for each individual asset, and that any inconsistencies between the applied rates and the approved amortization policy be identified and corrected.
✅ Public Meeting: The purpose of this public meeting is to consider an application for Zoning By-law Amendment for the property located at 494 Darcy Drive, Strathroy, ON.
This information report provides background for the statutory public meeting and invites comments from both the public and Council. Based on the feedback received, the proposal may be revised before a formal planning evaluation report is presented to Council. The application proposes the development of ten stacked residential townhouse buildings, comprising a total of 240 rental dwelling units, each with private driveways and access to Darcy Drive. An Open House was held on March 4, 2025, where local property owners attended and raised several concerns. These included issues related to traffic, the massing of the proposed buildings in comparison to adjacent single detached homes, existing and potential future drainage problems, and the staging of construction activities.
✅ Middlesex-London Health Unit - Household Food Insecurity - A Primer for Municipalities
In 2023, 1 in 4 households in Middlesex-London were food insecure. This is a statistically significant increase from 2022. Food insecurity has a pervasive impact on health; and there is a need for income-based solutions.
“Household Food Insecurity: A Primer for Municipalities” (Appendix A) provides a range of income-based strategies that London and Middlesex County can implement to help reduce food insecurity. The primer also includes affordability-based strategies, which can help reduce financial strain and contribute to more inclusive, resilient and healthy communities.
