Presentation from the Strathroy BIA (Watch Here)
Dan Kiekens, Acting Chair of the Strathroy BIA, presented the BIA’s budget to Council. The BIA operates under municipal by-laws that set out requirements for a structured board of directors, committees, and strong financial accountability processes.
The presentation highlighted the BIA’s goal of building greater capacity to better deliver on its mandate. It also noted several challenges over the past few months, with a focus on improving alignment to support future planning and operations.
The BIA membership approved a levy increase at the 2025 Annual General Meeting.
Strathroy-Caradoc Council has approved a by-law for the property at 295–297 Metcalfe Street East. The change rezones the land from Low Density Residential to a site-specific Medium Density Residential zone, allowing for the development of a six-unit residential building.
Council considered the application, the planning report, and all written and spoken submissions before making its decision.
Tri County Arena (Watch Here)
Council received an update on the Tri-County Arena, including a second design option prepared by a+Link. The discussion focused on accessibility (AODA) requirements, potential entrance improvements, and the long-term future of the facility.
Council approved a motion directing staff to proceed with the plan recommended by the Tri-County Arena Board and to request an updated forecast of the Board’s future operational needs.
Class C cost estimates are expected in the coming weeks and will be presented to Council once available. At that time, Council will consider next steps for the project.
Council has directed staff to begin the Downtown Revitalization Consultation process which includes background research, reviewing of existing information, and engaging with stakeholders in Strathroy and Mount Brydges. This phase includes hiring an artist to develop professional renderings and hosting public information centres (PICs), with two planned in each community. An upset limit of $40,000 has been approved for this work, funded through future needs reserves.
Public input will help shape the concepts, with feedback gathered through the PICs informing the next stages of design. Underground infrastructure drawings are currently about 70% complete, allowing flexibility to adjust plans based on proposed surface features—such as enhanced streetscaping elements like larger tree wells—which may require design updates. More information will be shared with the public on our website as it becomes available.
Middlesex County Committee of the Whole has recommended adopting the 2026–2030 Economic Development & Tourism Strategy. This strategy outlines a coordinated, region-wide approach to attracting investment, supporting existing businesses, developing the workforce, and promoting tourism.
Aligned with Council’s direction, the strategy focuses on strengthening internal capacity, enhancing performance measurement, and continuing to deliver economic development services in-house. It establishes six key priorities and highlights the importance of collaboration with local municipalities, regional partners, and senior levels of government.
